MTWARA GAS POWER PLANT
Invitation for Tender
1. The
Tanzania Electric Supply Company Limited has set aside funds for
procurement of service provider for supply, installation, testing and
commissioning of SCADA System at Mtwara Gas Power Plant.
2. The
Tanzania Electric Supply Company Limited now invites sealed tenders
from eligible tenderers for supply, installation, testing and
commissioning of SCADA System at Mtwara Gas Power Plant.
3. You
may obtain further information
from and inspect the Tendering Documents at the office of the
Procurement Management Unit located at Ground floor, Room No. G15,
TANESCO Head office, Umeme Park Bulding, Ubungo, P.O. Box 9024 Dar es

4. Tendering
will be conducted through
International Competitive Tendering procedures specified in the Public
Procurement Act Section 65 (1) (c) & (2) of (2004), G.N. No. 97 and
is open to all Tenderers as defined in the Regulations.
5. The scope of work will involve supply,
installation, testing and commissioning of SCADA System at Mtwara Gas Power Plant.
6. A
complete set of Tendering Document(s)
in English and additional sets may be purchased by interested Tenderers
upon submission of a written application to the address given under
paragraph 4 above and upon payment of a non-refundable fee of USD 100 or
its equivalent payment in any freely convertible
currency which should either be by Cash, Banker’s Draft, or Banker’s
Cheque, payable to TANESCO Ltd, P.O. Box 9024 Dar es Salaam. Bidding
documents may be dispatched by courier upon payment of the
non-refundable fee. The Tenderer shall pay courier charges
for posting the document. The purchaser shall resume no responsibility
for late delivery of bidding documents couriered.

7. All Tenders must be accompanied
by
original tender security of USD 8,000 in the form of bank guarantee or banker’s cheque from reputable bank.
8. All tenders in one original plus
three copies, properly filled in, and enclosed in plain envelopes clearly marked “TENDER NO. PA/001/13/HQ/W/074 FOR SUPPLY, INSTALLATION, TESTING AND COMMISSIONING
OF SCADA SYSTEM AT MTWARA GAS POWER PLANT (No to be opened before 17th January, 2013),
should be addressed to the SECRETARY, TANESCO TENDER BOARD P.O. BOX
9024, DAR ES SALAAM TANZANIA to reach him at room No. G 15 not later
than
14:30 HOURS local time
on 17th January, 2013. Tenders will be opened thereafter in Public and in the presence of Tenderers’ representatives who choose to attend
in the opening at Twiga Board Room located at Ground floor, TANESCO Head Offices, Umeme Park Building, Morogoro Road – Ubungo.
9. It
is advised to visit site to obtain
all information that may be necessary for preparing the tender and
entering into a contract. The site visit will be held from 09th - 11th
December, 2013, from 09:30 – 16:30hrs local time under the arrangement
of Plant Manager Mtwara.
The costs of visiting the Site shall be at the bidder’s own expense.
The site visit will be conducted at Mtwara Gas Power Plant under the
arrangement of the Plant Manager Mtwara.

10. Pre – Bid meeting will be held
on Friday, 13th December, 2013 at TANESCO Head Office, Twiga Board Room from 09:30 hrs local time.
11. Late
Tenders, Portion of Tenders,
Electronic Tenders, Tenders not received, Tenders not opened and not
read out in public at the tender opening ceremony shall not be accepted
for evaluation irrespective of the circumstances.
