 Tanzania Electric Supply Company (TANESCO) is focusing on increasing the outreach and service quality of its Energy products for Tanzanians.  Next to its current passion as a leading provider of electricity is to be more efficient, customer focused utility in Tanzania and beyond. The Company has the largest electricity generation, transmission and distribution network in Tanzania. In order to reach its goals, the Company is investing heavily in its generation, transmission and distribution network, its business systems and human capital. MANAGER STRATEGIC PLANNING     -   1 POST
REPORTING TO: SENIOR MANAGER STRATEGIC PLANNING
REF NO. 01


POSITION OBJECTIVE

To be responsible for the Strategic Planning Department and ensures that the Company’s plans are aligned to the overall Company’s Corporate Plan.

KEY RESPONSIBILITIES

·         To manage and oversee preparations and annual updates of the Company’s long term plans and ensure that such plans are based on least-cost principles and at minimum cost to the Company.
·         To oversee preparations and regular updates of feasibility studies for generation and transmission power systems expansion projects.
·         To advise the Company on best negotiations strategy while entering into PPAs and PSAs and ensuring that the Company gets sustainable deals.
·         To manage bulk power purchases and ensure that they are optimized with the hydro system and invoices are processed within periods specified in respective contracts.
·         To oversee tariff and other commercial studies and ensure that the tariffs charged to consumers are cost reflective and are consistent with EWURA regulations.
·         To oversee preparation of the Corporate Business Plan and ensure that the Company’s resources are fully utilized.
·         To carry out any other duties related to strategic planning.

ACADEMIC QUALIFICATION AND EXPERIENCE

Ø  Bachelor Degree in Electrical or Mechanical Engineering, Economics, Statistics, Business Administration, Management.
Ø  Post graduate qualification in the related field will be an added advantage.
Ø  3 - 4 years working experience in the related field. Key knowledge and skills in Power System Expansion Planning, Energy Economics, Business Planning and Financial Management.

PRINCIPAL OFFICER   INVESTMENT -   1 POST
REPORTING TO: MANAGER INVESTMENT
REF NO. 02

POSITION OBJECTIVE

To formulate detailed investment strategies which are consistent with the Company’s policy and which aim to meet agreed investment targets.

KEY RESPONSIBILITIES
   To manage the Investment Business unit in respect of duties relating to Investments
Management.
·         To attend Business Unit regular meetings, and report on all investment matters, and
ensure that decisions are effectively and efficiently implemented.
·         To be responsible for the formulation of detailed investment strategies that are consistent with the Company’s policy, which aim to meet agreed targets at corporate level.
·         Participate in the preparation and review of company investment policy and appraise proposals to the management.
·         Preparation of project charter and coordinate with stakeholders in line with company processes and procedures.

ACADEMIC QUALIFICATION AND EXPERIENCE

Ø  Holder of Bachelor degree Project Planning and Management, Economics, Business Administration, Management or equivalent qualification.
Ø  Post graduate qualification in the related field will be an added advantage.
Ø  Three (3) years working experience in the related field. 

PRINCIPAL ENGINEER/OFFICER SPPs    -   1 POST
REPORTING TO: MANAGER COMMERCIAL SERVICES
REF. 03

POSITION OBJECTIVE

To assist and provide technical assistance and advice to the Company in dealing with different stakeholders such as Small Power Projects developers.
  
KEY RESPONSIBILITIES

·         To evaluate application by SPP developers for their intention to generate and sell electric power to TANESCO.
·         Conduct site visit for SPP developers as part of preliminary interconnection studies (TANESCO distribution network & proposed site of SPP power plant).
·          Conduct studies on TANESCO distribution network with regard to stability, load flows, faulty levels, protection, voltage levels, earthing and reverse power flows.
·         Advice the company on any upgrading required in the distribution network as a result of connecting Embedded Generators to the grid.
·         To coordinate the activities of an SPP developer and TANESCO in the construction and installation of interconnection and metering equipments.
·         To conduct studies and ensure that interconnection is safe.
·         To witness testing and commissioning of interconnection.
·         Participate in preparation of an Interconnection Certificate for SPPs as per EWURA guidelines.
·         To prepare a timetable (short and medium term) for SPP entry into existing TANESCO power systems and ensure timely commissioning of SPPs.
·         Conduct study on island operation and its protection as recommended in the guide
·          To carry out other duties related to SPP issues
·          To carry out day to day activities as assigned by Principal Small Power Projects Officer and other superiors.

ACADEMIC QUALIFICATION AND EXPERIENCE

Ø  Bachelor Degree in Electrical or Mechanical Engineering, Economics, Statistics, Business Administration, Management.
Ø  Post graduate qualification in the related field will be an added advantage.
Ø  Three (3) years working experience in the related field.

PRINCIPAL ENGINEER/OFFICER -  CONTRACT DEVELOPMENT (1 POST)
REPORTING TO: MANAGER INVESTMENT
REF NO. 05

POSITION OBJECTIVE

To formulate detailed investment strategies contracts which are consistent with the Company’s policy and which aim to meet agreed investment targe

KEY RESPONSIBILITIES

·         To review draft Contracts submitted by prospective investor and advise.
·         To draft contracts to be used in various projects including but not limited to PPA, TLA, Term sheets MOU.
·         To formulate procedures to be used in developing the contracts in line with the existing laws.
·         To participate in contacts negotiations.
·         To compile reports related to contracts executed from time to time.
·         To follow up implementation of contracts as per specified milestones

ACADEMIC QUALIFICATION AND EXPERIENCE

Ø  Bachelor Degree in Electrical or Mechanical Engineering, Economics, Statistics, Business Administration, Management.
Ø   Post graduate qualification in the related field will be an added advantage.
Ø   Three (3) years working experience in the related field.

PLANNING ENGINEER    -   1 POST
REPORTING TO: PRINCIPAL PLANNING ENGINEER
REF. 04

POSITION OBJECTIVE

To plan and design the medium and low voltage lines expansion, monitor load growth and advice correction measures to ensure quality power supply and increase customer base.

KEY RESPONSIBILITIES

·         Enforce safe operating standards, continually improve practices, i.e. develop task training, prepare short training modules, and review existing practices for improvement. 
·         Inspect/review plant electrical systems to ensure they are safe for plant personnel.
·         Provide project scope and cost effective estimates based on sound electrical designs for Authorization for Expenditure (capital work) consideration.
·         Develop, coordinate, and manage electrical projects and work across the Company, with a focus on work in your geographical area.  This includes managing the project budget, maintaining conformance to scope, ensuring safety practices are followed, and overall supervision of the work.
·         Interface with design teams on capital and maintenance projects.
·         Monitor electrical support activities for all plants, including preventative maintenance.
Supervise and instruct engineers, designers, and draftsman in the design of electrical applications, equipment, or systems.
·         Monitor contracted electrical companies.
·         Maintain/Improve established policies and procedures of the electrical department.
Evaluate and recommend new technologies which will improve facility electrical efficiency or reduce costs.
·         Review existing plant operations to find opportunities to conserve electrical energy usage

ACADEMIC QUALIFICATION AND EXPERIENCE

Ø  Bsc. Degree in Electrical Engineering, Engineering Technology, or equivalent.
Ø  Two (2) years working experience in the related field.


INVESTMENT ENGINEER / OFFICER (1 POST)
REPORTING TO: PRINCIPAL ENGINEER INVESTMENT
REF. 07

POSITION OBJECTIVE

To provide specialist advice on Investment matters and assists Manager-Investment in preparation of structures and documentation to facilitated solicitation of resources for the Implementation of identified bankable major projects.

KEY RESPONSIBILITIES

·         To Screen and analyse power project proposals submitted by outside stakeholders to determine their implications in terms of technical, commercial and implementation risks to the company.
·          To assist in the preparation of draft Expression of Interest (EoI) to be used in inviting interest Investors for all bankable projects identified in the PSMP study.
·         To assist in the preparation of draft documents to be used for preparation for Request for Proposal (RFP) for all bankable projects identified in the PSMP study.
·         To assist in assessing technical acceptability and bankability of projects not in PSMP submitted by investors
·         To assist in the coordination and interactions with different stakeholders, investors, development partners in selling bankable of major power and Transmission projects.

·         Evaluate technical proposals, negotiate transactions and appropriate implementation methodology of identified PPP/IPP projects.
·         To prepare draft Letter of Intent (LOI), Memorandum of Understanding (MoU) between TANESCO and third parties geared for sourcing resources for the development of power infrastructures.
·         To prepare draft Inter-Utility Memorandum of Understanding (IMoU) between TANESCO and other regional utilities, as input to Inter-Governmental Memorandum of Understanding (IGMoU) for power infrastructure development.
·         To participate in the Negotiations on Power Purchase Agreement, Power Supply Agreements, and Gas Sale Agreements, and where possible ensure the company gets the best deals.
·         To carry out day to day activities, including and mentorship to junior staff as may be assigned by Manager Investment.

ACADEMIC QUALIFICATION AND EXPERIENCE

Ø  Bachelor Degree in Electrical or Mechanical Engineering, Economics, Statistics, Business Administration, Management.
Ø  Two (2) years working experience in the related field.


ENGINEER/OFFICER CONTRACTS DEVELOPMENT   -  1 POST
REPORTING TO: PRINCIPAL ENGINEER /OFFICER CONTRACTS DEVELOPMENT
REF. 06

POSITION OBJECTIVE

To participate in formulation of detailed investment strategies contracts and advise the committee on the matter but which are consistent with the Company’s policy and which aim to meet agreed investment targets

KEY RESPONSIBILITIES

·         To assist Investment unit in reviewing draft Contracts submitted by prospective investor and advice.
·         To perform all duties given to him/her by the Manager/Principal.
·         To assist Principal Engineer/Officer Contract Development in drafting contracts to be used in various projects including but not limited to PPA, TLA, Term sheets MOU.
·         To assist Principal Engineer/Officer Contract Development in formulating procedures to be used in developing the contracts in line with the existing laws
·         To assist Principal Engineer/Officer Contract Development in participating in contacts negotiations.
·         To assist Principal Engineer/Officer Contract Development to compile reports related to contracts executed from time to time.
·         To assist Principal Engineer/Officer Contract Development to follow up implementation of contracts as per specified milestones.

ACADEMIC QUALIFICATION

Ø  Bachelor Degree in Electrical or Mechanical Engineering, Economics, Statistics, Business Administration, Management.

REMUNERATION
An attractive compensation package based on performance and consummate with the responsibilities will apply to successful candidates. The Position for Manager Strategic Planning is a contractual position (Three (3) years contract renewable subject to satisfactory performance.
