1.      This Invitation for Tenders follows the General Procurement Notice for this Project which appeared in the Daily News Newspapers dated 1^st February, 2016.

2. The Tanzania Electric Supply Company Limited (TANESCO) has set aside funds for its operations during financial year 2016 and it intends to apply part of the proceeds of this funds to cover eligible payments under the contract for which this invitation is issued.

3. TANESCO now invites sealed tenders from eligible Suppliers for supply of Distribution and Service line Materials for 250,000 Customers project under framework contract.

4. Tendering will be conducted through the International Tendering procedures (ICB) specified in the Public Procurement Regulations, 2013 – Government Notice No. 4 46 and is open to all Tenderers as defined in the Regulations.
5. The scope of supply will involve supply of Distribution and Service line Materials for 250,000 Customers project categorized in two (2) Lots. Bidders are free to bid for any complete lot or combination of lot(s) of their choice. In-complete or partial bids submitted by the bidder will be rejected.
6. The evaluation and award will be carried out on the basis of an individual ITEM or a combination of Items. However, Award of the contracts shall be maximum of SEVEN (7) ITEMS per Bidder in any of the two (2) Lots.

Bidders having more than two (2) running contracts (contracts in place) with TANESCO will NOT be eligible to participate in this tender. Discount offered for award of multiple items will be taken into account in the bid evaluation and ultimately determining overall lowest evaluated bidder:-

7. Interested eligible Tenderers may obtain further information from and inspect the Tendering Documents at the office of the Secretary of the Tender Board office of the Procurement Management Unit located at ground floor, Room No. G15, TANESCO Head Office, Ubungo Umeme Park building, Morogoro Road -Ubungo, P.O. Box 9024, Dar es Salaam. Telephone/fax (255) 22 2451145/2451160 from 09:00hrs to 16.00hrs on Mondays to Fridays inclusive except on public holidays.

8. A complete set of Tendering Document(s) in English and additional sets may be purchased by interested Tenderers on the submission of a written application to the address given under paragraph 7 above and upon payment of a non-refundable fee of TZS. 100.000.00 or equivalent Payment should either be by Cash, Banker’s Draft, or Banker’s Cheque, payable to TANESCO Ltd, P.O. Box 9024 Dar es Salaam. Bidding documents may be dispatched by courier upon payment of the non-refundable fee. The Tenderer shall pay courier charges for posting the document.  The purchaser shall resume no responsibility for late delivery of bidding documents couriered.

9. All Tenders must be accompanied by tender security equivalent to Tanzanian Shillings 10,000,000 (ten Million) in any freely convertible currencies in the form of bank guarantee or banker’s cheque from reputable bank.

10. All tenders in one original plus three (3) copies, properly filled in, and enclosed in plain envelopes clearly marked TENDER No.PA/001/2016/HQ/G/01 SUPPLY OF DISTRIBUTION AND SERVICE LINE MATERIALS FOR 250,000 CUSTOMERS PROJECT UNDER FRAMEWORK CONTRACT - PART A NOT TO BE OPENED BEFORE 10:30 HOURS LOCAL TIME ON 7^th OCTOBER, 2016 must be delivered to the address: THE SECRETARY –TENDER BOARD, TANESCO HEAD OFFICE, P.O. BOX 9024, DAR ES SALAAM to reach him at ground floor, room No. G15. on or before 7^th OCTOBER, 2016 at 10.30 hours local time. Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend in the opening at the Twiga Board Room located  at Ground floor, Umeme Park building, Morogoro Road -Ubungo, P.O. Box 9024, Dar Es Salaam.

11.  Late Tenders, Portion of Tenders, Electronic Tenders, Tenders not received, Tenders not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
