REQUEST FOR EXPRESSIONS OF INTEREST
Under Tender No. PA/001/2016-17/HQ/C/17
 Provision of Consultancy Services for
Interconnection Tariff Study for the Kenya-Tanzania Power Interconnection Line.
The United Republic of Tanzania (GoT) and the Government of the Republic of Kenya (GoK) have received financing from the African Development Bank and Japan International Cooperation Agency (JICA) towards the cost of the Kenya – Tanzania Power Interconnector Project (KTPIP), and intends to apply part of the agreed amount for this loan to payments under the contract for recruiting a consulting firm to undertake a comprehensive study to that will come up with an appropriate cost reflective interconnection tariff and wheeling charge.
Background of the Project.
The Government of the United Republic of Tanzania (GoT) and the Government of the Republic of Kenya (GoK) have planned to implement the power transmission line interconnector project where a 400 kV transmission line will be constructed from Singida – Arusha – Namanga border (414 km) on the Tanzanian side to Isinya (96 km) on the Kenyan side. This is part of the Zambia – Tanzania – Kenya power interconnector for power trading among Southern African Power Pool (SAPP) and the Eastern African Power Pool (EAPP) countries.
Tanzania Electric Supply Company Ltd (TANESCO) on behalf of the GoT and Kenya Transmission Company Ltd (KETRACO) on behalf of the GoK will supervise construction of the interconnector project, after commissioning the same entities will be responsible for operations and maintenance of the interconnector line in their respective countries. In order to have a sustainable power trade between countries in the region there is a need to have a cost reflective interconnection tariff and wheeling charge for power sale. This calls for a competent consulting firm to undertake a comprehensive study that will come up with an appropriate cost reflective interconnection tariff and wheeling charge.
The scope of the consultancy services shall include all steps necessary to achieve the following tasks:
  1. Review of the feasibility study for the interconnector project and the proposed financing arrangement by the earmarked international financial institutions
  2. Review of the operational cost of the Tanzanian and Kenyan power utilities
  3. Tariff design for the interconnector line
  4. Benchmarking of similar tariffs with other countries in the World
  5. Capacity Building for relevant staff of the power utilities in the two countries
The Project is planned to be implemented in 6 months from the contract commencement date.

The Kenya Electricity Transmission Company (KETRACO) Ltd and the Tanzania Electric Supply Company (TANESCO) Ltd now invite eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, company profile and financial status, etc.)

Competence and Experience.
·         General Experience of Consultant in Power System Projects not less than fifteen (10) years,
·         The consultant must have a background qualification in financial analysis and have a working experience in the design of similar tariff study.
·         Technical and Managerial Organization of the Firm
·         Experience of the Consultant in sub-Saharan Africa
Consultants may constitute joint-ventures to enhance their chances of qualification. Joint ventures with local consultants in Kenya or Tanzania will give added advantage.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated May 2008 Edition, revised July 2012, which is available on the Bank’s website at http://www.afdb.org. A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set and borrowers are under no obligation to shortlist any consultant who expresses interest.
