SUPPLY OF DISTRIBUTION AND SERVICE LINE MATERIALS FOR 250,000 CUSTOMERS PROJECT UNDER FRAMEWORK CONTRACT – PART B

          INVITATION FOR TENDERS

1.      This Invitation for Tenders follows the General Procurement Notice for this Project which appeared in the Daily News Newspapers dated 1^st February, 2016.

2. The Tanzania Electric Supply Company Limited (TANESCO) has set aside funds for its operations during financial year 2016 and it intends to apply part of the proceeds of this funds to cover eligible payments under the contract for which this invitation is issued.

3. TANESCO now invites sealed tenders from local Manufacturers of Distribution and Service line Materials for 250,000 Customers project under framework contract.

4. Tendering will be conducted through the National Competitive Bidding procedures (NCB) specified in the Public Procurement Regulations, 2013 – Government Notice No. 446 and is open to all Tenderers as defined in the Regulations.
5. The scope of supply will involve supply of Distribution and Service line Materials for 250,000 Customers project categorized in two (2) Lots. Bidders are free to bid for any complete lot or combination of lot(s) of their choice. In-complete or partial bids submitted by the bidder will be rejected.
6. The evaluation and award will be carried out on the basis of an individual ITEMS for both lots.

7. Interested eligible Tenderers may obtain further information from and inspect the Tendering Documents at the office of the Secretary of the Tender Board office of the Procurement Management Unit located at ground floor, Room No. G15, TANESCO Head Office, Ubungo Umeme Park building, Morogoro Road -Ubungo, P.O. Box 9024, Dar es Salaam. Telephone +255-(0) 782 37 61 47 from 09:00Hrs to 16:00Hrs on Mondays to Fridays inclusive except on public holidays.

8. A complete set of Tendering Document(s) in English and additional sets may be purchased by interested Tenderers on the submission of a written application to the address given under paragraph 7 above and upon payment of a non-refundable fee of TZS. 100,000.00 or equivalent Payment should either be by Cash, Banker’s Draft, or Banker’s Cheque, payable to TANESCO Ltd, P.O. Box 9024 Dar es Salaam. Bidding documents may be dispatched by courier upon payment of the non-refundable fee. The Tenderer shall pay courier charges for posting the document.  The purchaser shall resume no responsibility for late delivery of bidding documents couriered.

9. All Tenders must be accompanied by tender security equivalent to Tanzanian Shillings 5,000,000 (Five Million) in the form of bank guarantee or banker’s cheque from reputable bank.

The Tender Security should be in the form provided in the Tendering Documents and shall be valid for one hundred and forty eight (148) days after the tender submission deadline. This shall also apply if the Tender submission deadline is extended.

10.  This Tender is reserved for Local Manufacturers Only and shall be quoted and paid in Tanzanian Shillings only without any price adjustments within the period of contract implementation. Foreign Bidders, Local and foreign agents/intermediaries will NOT be eligible to participate in this tender.

11. All tenders in one original plus three (3) copies, properly filled in, and enclosed in plain envelopes clearly marked TENDER No. PA/001/2016/HQ/G/01 SUPPLY OF DISTRIBUTION AND SERVICE LINE MATERIALS FOR 250,000 CUSTOMERS PROJECT UNDER FRAMEWORK CONTRACT – PART B NOT TO BE OPENED BEFORE 10:30 HOURS LOCAL TIME ON 23^rd September, 2016 must be delivered to the address: THE SECRETARY –TENDER BOARD, TANESCO HEAD OFFICE, P.O. BOX 9024, DAR ES SALAAM to reach him at ground floor, room No. G15. on or before 23^rd September, 2016 at 10:30 Hours local time. Tenders will be promptly opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend in the tender opening session in the Twiga Board Room located  at Ground floor, Umeme Park building, Morogoro Road  - Ubungo, P.O. Box 9024, Dar es Salaam.

12.  Late Tenders, Portion of Tenders, Electronic Tenders, Tenders not received, Tenders not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
