1.    The Tanzania Electric Supply Company Limited has set aside funds towards the cost of its operations, and intends to apply part of the funds to pay for services under the contract for which this invitation is issued.

2.    The insurer will be required to provide the Insurance Services at TANESCO Head Office for a period of one year extendable annually up to a maximum of three (3) years upon successful performance and employer discretion.

3.    Tanzania Electric  Supply Company Limited, now invites sealed tenders from eligible Insurance Companies, for Insurance services for year 2014 as follows;-

            Lot no. 1:    Group personal accident Insurance for Senior Staff

            Lot no. 2:    Motor Vehicles Insurance for Comprehensive, and Third

                     Party, Fire, and Theft covers

Lot no. 3:     Fire Insurance on Office, Operational and Residential 

                      Buildings (stocks inclusive)

            Lot no. 4:    Workmen’s Compensation Insurance.

 Lot no. 5:    Cash in transit/Money Insurance

Lot no. 6:    Industrial All Risks (Machinery Breakdown, public liability and

                     Fire and Allied Perils

            Lot no. 7:   Industrial All Risks (Machinery Breakdown, Fire and Allied Perils and public   

        Liability covers for Ubungo 1 – 100 MW Tegeta 45 MW (Wartsila Generators) Gas Plants

Lot no. 8:   Industrial All Risks (Machinery Breakdown, Fire and Allied Perils and public   

                    Liabilities cover for Ubungo-11 -100MW (SIEMENS Generators) Gas Plant

Lot no. 9: Industrial All Risks (Machinery Breakdown, Fire and Allied Perils and public Liability cover for Mtwara 17.75MW Caterpillar Generators and Somanga 7.5MW JENBACHER TYPE JGS616GS-N.L Gas Power Plants                                                                                                       

4.    Bidding will be conducted through National Competitive tendering procedures and is open to all interested eligible Insurance Companies registered in Tanzania.

5.    You may obtain further information from the office of the Secretary Tender Board PO. 6.    All tenders in one original plus three copies, properly filled in, and accompanied by Bid Security amounting to 2.5% of the tender value in the form of bankers’ Cheque or bank guarantee from reputable Bank and enclosed in plain Envelopes clearly marked : TENDER NO.PA/001/13/HQ/N/004 FOR PROVISION OF INSURANCE SERVICES FOR YEAR 2014  NOT TO BE OPENED BEFORE 14:30 HRS ON 11^TH  OCTOBER,  2013 should be addressed to the SECRETARY, TANESCO TENDER BOARD P.O. BOX 9024, DAR ES SALAAM to reach him at room No. G 15 not later than 11^TH OCTOBER, 2013 at 14.30 hrs local time.

7.    A complete set of Tendering Document(s) in English and additional set may be purchased by interested Tenderers on the submission of a written application to the address given under paragraph 6 above and upon payment of a non-refundable fee of Tanzanian Shillings one hundred thousand (TZS: 100,000/=). Payment should either be by Cash, Banker’s Draft, or Banker’s Cheque, payable to TANESCO Ltd, P.O. Box 9024 Dar es Salaam.

10.  Telegraphic, Telefax or similar submissions will not be accepted. Tenders not received and not opened in Public Tender Opening ceremony shall not be accepted for evaluation irrespective of the circumstances.

1.     The Tanzania Electric Supply Company Limited has set aside funds for Construction of Proposed Housing Services, Office Accommodation and Store cum Workshop at Somanga Power Station Lindi Region.

2.     The Tanzania Electric Supply Company Limited now invites sealed tenders from eligible Contractors registered in class V and above for Construction of Proposed Housing Services, Office Accommodation and Store cum Workshop at Somanga Power Station Lindi Region.

The site visit will be held on 1^st October, 2013 under the arrangement of Regional Manager-Lindi Region. The costs of visiting the Site shall be at the Tenderer’s own expense. The site visit will be conducted at TANESCO in Lindi Region.

10.     Late Tenders, Portion of Tenders, Electronic Tenders, Tenders not received, Tenders not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.

FOR VETTING OF TANESCO ACCOUNTING INSTRUCTION

(TANAI) & TANESCO FINANCIAL REGULATIONS (TANFR)

1.0     Introduction

Tanzania Electric Company Limited (TANESCO) is a parastatal organization established in 1964. It is wholly owned by the Government of Tanzania (GoT) and is supervised by the Ministry of Energy and Minerals (MEM). The Company is incorporated under Companies Ordinance Cap. 212 (now the Companies Act) and is directed by the Board of Directors, which is appointed by the Government. The day to day activities of the company are led by the Managing Director who is the Chief Executive Officer of the Company.

TANESCO is integrated electricity Utility Company. The Company’s core business is to generate, transmit, distribute, market and sell electricity to customers on the Tanzania mainland and bulk supply to the island of Zanzibar. The commercial activities of the company are regulated by the Energy and Water Utilities Regulatory Authority (EWURA)

The Tanzania Electric Supply Company Limited (TANESCO) has therefore set aside funds for procurement of consultancy services during its financial year 2013 and it intends to use a portion of those funds to cover eligible payment under the contract for the Consultant who will assist the Company in its assignment.

2.0     Objective of the consultancy

The Accounting Instruction and Financial Regulation of the Organization are prepared to be observed and Compiled by Accounting Staff, Supervisors, Managers and other stakeholders who perform accounting transactions or submit accounting data as input for further process for decision making. The Accounting Instructions and Financial Regulations vest power to staff in terms of expenditure authorization and approval limits. The accounting manual also spells out how to classify and summarize financial reports on accounting information in logical and concise manner.The two documents give guide lines in the manner in which the company’s business processes are to be translated and classified into accounting records.

In order to streamline and control business operations, some relevant parts of engineering instructions have been incorporated in the Accounting Instructions and Financial Regulations with accounting perspective.

Arising from the aforesaid, the company’s Management has prepared an update and Financial Regulations and Accounting Instructions of which it intends to have them vetted in terms of professionalism in controls systems and best accounting practices. Similarly the Accounting Instructions ought to be compatible with International Financial Reporting Standard (IFRS) and International Accounting Standards (IAS ) in order to have the required  qualitative standards of presentation, acceptance  and comparability in accounting records.

3.0     Scope  and Nature of Work

The scope of this assignment is to review by way of vetting the Financial Regulations and Accounting Instructions of TANESCO.In performing this task, the consultant is expected to carry out the following among others;  

a)     To look if the Accounting Instructions and Financial Regulations were prepared according to General Accepted Accounting Principles, that is the two Accounting documents reflect the best practices in the accounting profession and make any adjustments to that effect.                                                                                                                                                                                

b)     To look if the accounting Instructions were prepared according to International Financial Reporting Standard and International Accounting Standards and make any adjustments.

c)     To look to it if the Accounting Instructions and Financial Regulations are compatible with the core business processes and business systems of the Organization.

A successful consultant will be selected in accordance with the Guidelines of Selection and Employment of Consultants stipulated by Public Procurement Act (PPA) 2004 Public Procurement (Selection and Employment of Consultants) G.N. No. 98.

Interested consultants must provide information indicating that they are qualified to perform the services by submitting consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may associate to enhance their qualifications.
