FOR VETTING OF TANESCO ACCOUNTING INSTRUCTION
(TANAI) & TANESCO FINANCIAL REGULATIONS (TANFR)

1.0 Introduction
Tanzania
Electric Company Limited (TANESCO) is a parastatal organization
established in 1964. It is wholly owned by the Government of Tanzania
(GoT) and is supervised by the Ministry
of Energy and Minerals (MEM). The Company is incorporated under
Companies Ordinance Cap. 212 (now the Companies Act) and is directed by
the Board of Directors, which is appointed by the Government. The day to
day activities of the company are led by the Managing
Director who is the Chief Executive Officer of the Company.
TANESCO
is integrated electricity Utility Company. The Company’s core business
is to generate, transmit, distribute, market and sell electricity to
customers on the Tanzania mainland
and bulk supply to the island of Zanzibar. The commercial activities of
the company are regulated by the Energy and Water Utilities Regulatory
Authority (EWURA)
The
Tanzania Electric Supply Company Limited (TANESCO) has therefore set
aside funds for procurement of consultancy services during its financial
year 2013 and it intends to use
a portion of those funds to cover eligible payment under the contract
for the Consultant who will assist the Company in its assignment.
2.0 Objective of the consultancy
The
Accounting Instruction and Financial Regulation of the Organization are
prepared to be observed and Compiled by Accounting Staff, Supervisors,
Managers and other stakeholders
who perform accounting transactions or submit accounting data as input
for further process for decision making. The Accounting Instructions and
Financial Regulations vest power to staff in terms of expenditure
authorization and approval limits. The accounting
manual also spells out how to classify and summarize financial reports
on accounting information in logical and concise manner.The two
documents give guide lines in the manner in which the company’s business
processes are to be translated and classified into
accounting records.
In
order to streamline and control business operations, some relevant
parts of engineering instructions have been incorporated in the
Accounting Instructions and Financial Regulations
with accounting perspective.
Arising
from the aforesaid, the company’s Management has prepared an update and
Financial Regulations and Accounting Instructions of which it intends to
have them vetted in terms of professionalism
in controls systems and best accounting practices. Similarly the
Accounting Instructions ought to be compatible with International
Financial Reporting Standard (IFRS) and International Accounting
Standards (IAS ) in order to have the required qualitative
standards of presentation, acceptance and comparability in accounting
records.
3.0 Scope and Nature of Work
The scope of this
assignment is to review by way of vetting the Financial Regulations and
Accounting Instructions of TANESCO.In performing this task, the
consultant is expected to carry out the following among others;
a) To look if the
Accounting Instructions and Financial Regulations were prepared
according to General Accepted Accounting Principles, that is the two
Accounting documents reflect the best practices in the
accounting profession and make any adjustments to that
effect.
b) To look if the
accounting Instructions were prepared according to International
Financial Reporting Standard and International Accounting Standards and
make any adjustments.
c) To look to it if
the Accounting Instructions and Financial Regulations are compatible
with the core business processes and business systems of the
Organization.
Selection
A
successful consultant will be selected in accordance with the Guidelines
of Selection and Employment of Consultants stipulated by Public
Procurement Act (PPA) 2004 Public Procurement (Selection
and Employment of Consultants) G.N. No. 98.

Expression of interest (One (1) Original and
Five (5) copies) with the accompanying materials should be submitted to the address below before or at 14.30 hours local time on 20th September,

No
proposals are required to be submitted at this stage. On the basis of
obtained information from eligible interested consultants, TANESCO will
prepare a shortlist of Consultants who will be invited
through a Letter of Invitation including detailed Terms of Reference
(TOR) to submit Request for Technical and Financial Proposals (RFP).
Interested
consultants must provide information indicating that they are qualified
to perform the services by submitting consultant’s profile, description
of similar assignments, experience in similar
conditions, availability of appropriate skills among staff, etc.
Consultants may associate to enhance their qualifications.
Place, Date and Time of Opening
The Documents for
Expression of Interest submitted to the above address shall be opened
publicly in TANESCO Twiga Board Room immediately after 14.30 hours local
time
20th September, 2013
Late
submission of the documents, portion of documents, electronic documents,
and documents not received, documents not opened at the opening
ceremony shall not be accepted for evaluation irrespective
of the circumstances.
