Background
Tanzania
Electric Supply Company Limited is an autonomous Government
Organization registered under the provision of the company ordinance
CAP 212 for the mission for generation and distribution of electricity.
TANESCO’s Vision and Mission:

To be an efficient and commercially focused utility supporting the development of Tanzania.
Mission:
To generate, transmit and supply electricity in the most effective, competitive and sustainable manner possible.
TANESCO currently has a website that is somewhat out-dated in appearance, structure and in presentation of content. TANESCO’s
URL is http:/www.tanesco.co.tz.
TANESCO
is determined to engage a Consultant for re-designing its existing
Corporate Web site and intranet that will come
up with a solution that meets TANESCO’s current and future needs. The
consultant should create a flexible, informative web site that is easy
to maintain, a user friendly site that can deliver large amount of
constantly changing information to our key audiences.
In addition to designing a user-friendly site with an intuitive
interface, the designer personnel to easily update content without
directly accessing source code.
Project Objectives of the assignment
The proposed project for corporate website and intranet web portal design, development and hosting will involve:
i. Website design, development
and hosting which will reflect and provide the image, the mission and vision of TANESCO staff easiest access to e-information;
ii. Intranet web portal
as per technical/service requirements;
iii. Training
for four
(4) TANESCO IT staff at a recognised institution in order to be able to
independently maintain and administer the website and intranet web
portal.
TANESCO
intends to engage the service of a consulting firm to re-design its
corporate website and intranet that meet TANESCO’s
mission and vision, a firm that can handle all site planning, interface
design and production. The site must include a technology solution
that allows the in-house staff to easily access and cost effectively
update content and modify site design after the
initial launch.
Scope of Required Services
The following are TANESCO expectations from the consultant:-
(i) The
party should clearly
mention the price for website page design and web hosting as two
different items. Intranet web portal is also an independent item whose
price should be shown separately;
(ii) The
selected consultant
shall design and produce web pages for the internet site, convert
substantial amounts of the existing content website to new website.
Update and redesign the web site and intranet portal. Create a content
management system that will permit instant website
content update. The website should be database driven, i.e should
change dynamically when the database is update;
(iii) The
designer can choose
any tool, provided it is a field proven tool and should state clearly
the choice of the tool with supporting facts. Any development tools
proposed shall have versions that run in both Macintosh and PC
environments;
(iv) The
website should be
designed in such a way as to minimize the amount of space it uses and
minimizing possible spamming and hacking possibilities. Programming
language to should be either Perl or PHP;
(v) Provide necessary software
and licenses to maintain site internally, as decided by TANESCO. Should be able to provide automated job posting feature;
(vi) Web hosting should include
in detail web space to be provided starting from minimum to the maximum;
(vii) The successful consultant
shall be responsible to make the website and intranet web portal available 24 hours a day for 365 days a year;
(viii) TANESCO
expects the
consultants to be knowledgeable in web design, development and hosting
and intranet portal communications. The web site must include a
technology that allows in-house staff to easily and cost effectively
update content and modify site design after initial
launch. Upon completion of the development, TANESCO will assume full
responsibility for web site content maintenance and administration. All
content, coding, graphics, software will become the sole property of
TANESCO;
(ix) The
successful consultant
should be able to train TANESCO staff to be able to independently
maintain and administer the web site after commissioning. This part of
the contract will commence upon successful completion of the project.
Training requirements section below;
(x) Once
the web site has been
completed and accepted by TANESCO, the website design and all of its
contents, software and architecture will become property of TANESCO;
(xi) The
interested party should
read the above terms and conditions carefully and quote the detailed
price for any kind of service it can provide and any added features in a
sealed quotation within the deadline addressed by the TANESCO.
The
Legal Firm will be selected in accordance with procedures set out in
Public Procurement Act 2011, Regulations No. 253
of 2013 employment and selection of Consultants Guidelines G.N. 446.
Firms are therefore encouraged to team up to enhance their skill to meet
this requirement.
The Tanzania Electric Supply Company Limited (TANESCO) now invites eligible qualified consultants to express their interest
in participating and submitting the Expression of Interest (EoI) as elaborated in the scope of the services above.
Eligible
Interested Consultants must provide information indicating that they
are qualified to participate in providing the services (brochures,
description of similar assignments in the past three (3) years,
description of experience in similar conditions, availability of
appropriate skills amongst staff with their CV’s and certificates of
registration with relevant professional boards). Consultants
may associate to enhance their qualifications.
A short list on
PASS or
FAIL basis will be prepared by assessing the submissions in terms
of competence of the applicant, based on the criteria mentioned above.
Only applicants who will demonstrate experience and excellent track
records in similar assignments will be shortlisted.
The Consulting firm will be selected in accordance with procedures set out in Public Procurement Act 2011, Regulations 2013
for Employment and Selection of Consultants Guidelines G.N. 446.

All bids must be addressed to the
Secretary, TANESCO Tender Board, TANESCO Head Office-Umeme Park Building, Ubungo-Morogoro Road, Ground Floor, Room G.15, P.O. Box 9024,
Dar Es Salaam, Tanzania not later than
30th May, 2014 at 14:30hrs (local time). The envelope shall be clearly marked
“TENDER NO. PA/001/14/HQ/C/020 FOR PROVISION OF CONSULTANCY SERVICES
FOR DESIGNING PROGRAMMING AND DELPOYMENT OF COMPANY WEBSITE”
No
proposals are required to be submitted at this stage. On the basis of
obtained information from eligible interested consultants,
TANESCO will prepare a shortlist of Consultants who will be invited
through a Letter of Invitation including detailed Terms of Reference
(TOR) to submit Request for Proposals (RFP).
Place, Date and Time of Opening
The Documents for Expression of Interest submitted to the above address shall be opened in public at TANESCO
Twiga Board Room immediately after 14.30 hours local time
on 30th May, 2014. Submission shall be strictly one (1) original plus five (5) copies
Late submission of the documents, portion of documents, electronic documents, and documents not received, documents not
opened at the opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
