EXPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES FOR CONCEPTUAL DESIGN, REVIEW OF EPC CONTRACTOR’S DETAIL DESIGN, SUPERVISION AND MANAGEMENT OF ENGINEERING SUPPLY, INSTALLATION, COMMISSIONING AND TESTING OF 400kV DAR-CHALINZE-SEGERA-ARUSHA, 220kV SEGERA-TANGA, 220kV KIBAHA-BAGAMOYO TRANSMISSION LINE PROJECT

Introduction

This request for expressions of interest (EOI) for consultancy services for conceptual design, review of EPC contractor’s detail design, supervision and management of engineering supply, installation, commissioning and testing of 400kV Dar-Chalinze-Segera-Arusha, 220kV Segera-Tanga and 220kV Kibaha-Bagamoyo transmission line project follow the need to have Consulting Engineers/Construction Supervision firms that will be closely supervise all works done by the EPC contractor’s on behalf of TANESCO.

The Tanzania Electric Supply Company Limited as the Procuring Entity for the project has set aside funds for the above mentioned services. The funds will be used to cover eligible payment under the contract for which this expression of interest is issued.

Objectives

The Project’s broad objectives are:-

·     Improve the quality and reliability of supply of TANESCO’s transmission and distribution systems, capture the unmet demand and provide wide access to electricity hence foster national economic growth.

·     Meet the evacuation of power from the dense generating centre Dar es Salaam to most demanding ends in Tanga and Arusha regions and establish Chalinze substation for interconnecting via Morogoro and Dodoma with 400kV backbone transmission network.

·     Capacity Building on all project tasks, including but not limited to project preparation, project management, function based design, preparation of tender documents, procurement cycle, supervision of contractors, contract management

            Scope of Consultancy Services

The Tanzania Electric Supply Company Limited (TANESCO) now invites eligible qualified consultants to express their interest in participating and submitting the Expression of Interest (EoI) to provide the following consulting services:- Conceptual Design, Review of EPC Contractor’s Detail Design, Supervision and Management of Engineering, Supply, Installation, Commissioning and Testing of  400kV Dar – Chalinze – Segeara-Arusha, 220kV Segera-Tanga, and 220kV Kibaha-Bagamoyo transmission line.

Eligible Interested Consultants must provide information indicating that they are qualified to participate in providing the services above (brochures, description of similar assignments, description of experience in similar conditions, availability of appropriate skills amongst staff.

Consultants may associate to enhance their qualifications.

Selection

A successful consultant will be selected in accordance with the Guidelines of Selection and Employment of Consultants stipulated by Public Procurement Act (PPA) 2004 Public Procurement (Selection and Employment of Consultants) G.N. No. 98.

Eligible Interested Consultants may obtain further information at the address below from 09.00 – 12.30 hours and 14.00 – 16.30 hours local time (Monday to Friday) exclusive of public holidays:

Expression of interest (One (1) Original and Five (5) copies) with the accompanying materials should be submitted to the address below before or at 14.30 hours local time on 17^th January, 2014.

No proposals are required to be submitted at this stage. On the basis of obtained information from eligible interested consultants, TANESCO will prepare a shortlist of Consultants who will be invited through a Letter of Invitation including detailed Terms of Reference (TOR) to submit Request for Proposals (RFP).

Place, Date and Time of Opening

The Documents for Expression of Interest submitted to the above address shall be opened in public at TANESCO Twiga Board Room immediately after 14.30 hours local time on 17^th January, 2014.

Late submission of the documents, portion of documents, electronic documents, and documents not received, documents not opened at the opening ceremony shall not be accepted for evaluation irrespective of the circumstances.

This request for expressions of interest (EOI) for consultancy services for feasibility study, supervision and management of engineering, supply, installation, testing and commissioning of 400kV Chalinze-Dodoma transmission line project follow the need to have Consulting Engineers/Construction Supervision firms that will undertake the feasibility study and supervise all works done by the EPC contractor’s on behalf of TANESCO.

·     Capacity Building on operation and maintenance of extra high voltage transmission system to TANESCO personnel so that technology transfer can be smoothly handled for future TANESCO’s grid network operations transfer of knowledge, including but not limited to project preparation, project management, function based design, preparation of tender documents, procurement cycle, supervision of contractors, contract management

            Scope of Consultancy Services
