TENDER NO: PA/001/14/HQ/G/098 FOR PRE QUALIFICATION OF SUPPLIERS FOR SUPPLY OF FUEL FOR OFF GRID ISOLATED POWER STATIONS AND COMPANY MOTOR VEHICLES

Invitation for Pre-qualification

1.     This invitation for prequalification follows the general procurement notice for this project that appeared in the Daily news of 3rd January, 2014.

2.     The Tanzania Electric Supply Company Ltd now invites sealed bids from eligible suppliers for carrying out the supplies of fuel for off grid isolated power stations and company motor vehicles.

3.     The scope of supply is categorized under individual lot. Bidders are free to bid for any Lot or Combination of Lots. Incomplete or partial bids submitted by the bidder will be rejected. The evaluation and Award will be carried out on the basis either of an individual lot or combination of lots. The Lots and respective description includes:-

4.     Pre-qualification will be conducted through the the National Competitive Tendering  procedures specified in Regulation 119 of the Public Procurement (Goods, Works, Non-Consultant Services and Disposal of Public Assets by Tender) Regulations– Government Notice 446 of 2013, and is open to all firms and voluntarily formed joint ventures.

5.     Interested applicants may obtain further information from and inspect the pre-qualification documents at the office of the Procurement Management Unit located at Ground floor, Room No. G15, TANESCO Head Office, Umeme Park Building, Ubungo, P.O. Box 9024 Dar es Salaam. Telephone/fax (255) 22 2451145/2452172 from 09:00hrs to 16.30hrs on Mondays to Fridays inclusive except on public holidays.

6.     A complete set of Bidding Document(s) in English and additional sets may be purchased by interested Bidders on the submission of a written application to the address given under paragraph 5 above and upon payment of a non-refundable fee of TZS 100,000 or its equivalent in any freely convertible currency. Payment should either be by Cash, Banker’s Draft, or Banker’s Cheque, payable to TANESCO Ltd. P.O. Box 9024 Dar es Salaam, Tanzania. Bidding documents may be dispatched through courier upon bidder’s courier arrangement. The purchaser (client) shall bear no responsibility for late delivery of the bidding documents.

7.     All pre qualification documents must be accompanied by a Bid Securing Declaration as per sample form provided in the bidding document.

8.     Applications for pre-qualification should be submitted in sealed envelopes, delivered to the address under paragraph 5 above at or before 15th August, 2014 at 14:30 hours local time and be clearly marked “Application to Pre-qualify for Suppliers for Supply of Fuel for Off Grid Isolated Power Stations and Company Motor Vehicles

9.     Late prequalification bids, portion of bids, electronic bids, bids not received, bid not opened, and not readout in public at the bid open ceremony shall not be accepted for evaluation irrespective of the circumstances.
